The beat was crazy... I need this
I'm afraid I don't have time to do the sleuthing for you, but I can tell you it's either a remix or sampling of LA Carnival's "Blind Man" - there are several tracks I know that use it, and a quick trip to whosampled.com told me MF Doom used a bit of it on one of his Special Herbs tracks (I'm not even going to get into how all those track titles are messed up) but the one they listed didn't appear to be the correct one... I admit, though, the bump definitely had a Doom feel to it so perhaps it's on another of his Special Herbs?
